As business v business is well business .Government v business well it is inherently warfare, especially if one countries citizens are being harmed by loss of welfare, or to a point in detriment were an economy could be so weakened as to have another completely dominate it through currency reserves, foreign debt holding, or absolute advantages on a majority of industrial goods.
