Data is a set of specific things. In which is necessary to collect to a t to make the most presise and best educated guestimate that one can make. Using imagination data allows for way to many bunny trails in which need to have specific answers to as there could be problems, which could lead to a very very bigger cost in economic data collection because one would just have to imagine things. Which would then if the data was presented incorrectly cost more to lives, and money than a necessary mass data collection of the proper materials.
